OAKLAND, Calif. (KGO) — Major changes are coming to part of Lake Merritt and much of it is being done to return the lake to a more natural state. Lake Merritt has been called the “jewel of Oakland,” its 155 acres make up the nation’s oldest wildlife refuge, created by the state legislature in 1870.
